Yes, Nine and his Rose would have been more focused on everything that was happening, and Rose would have been much more sympathetic.
(& also, Ten was SHIT at passing himself off as a Scottish doctor, as I remember - another thing that kind of bothers me when I think about it - Two or One never would have let their assumed identities slip so easily, unlike Ten did, which led to the Queen's distrust of him. But that could just be me.)
Oh, definitely. Two would have played Doctor Von Wer again, and he would have never let the accent slip. As for One, he wouldn't need any accent - he just had to be himself, and people would accept his authority. I'm sure the Queen would have loved him.
